On 1 April 2026, NSS and NES became one national organisation, focused on continuity today and a stronger, more connected service for tomorrow.

As part of this transformation, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long-term sustainability of health and care services across Scotland.

Flexible Location: PSD Scotland is a remote-friendly employer with staff based throughout Scotland. We support office-based and hybrid working arrangements. We welcome conversations about alternative working patterns—please get in touch during the application process to discuss.

Work Pattern: Fixed Term, Full Time, 36 hours per week

Fixed-term or Secondment** until 31st March 2028

PSD Scotland unites expertise from NES and NSS in a way that will allow us to accelerate national programmes to support the NHS to deliver better care, now and in the future.

We support staff with education and training, provide the tools and data that improve services, and run vital national functions such as procurement, logistics and blood, tissue and cell services.

The Technology Service directorate has created a strategic programme for the transformation of digital based services to allow PSD to become a leading digital organisation in Scottish Health, digital by default and fully aligned with the Scottish Government’s technology strategies

The Opportunity

We are looking for a highly experienced Test Lead to join our talented and growing team, providing exceptional leadership for the testing of our products across our Education, Training and Workforce solutions.

Do you have extensive experience leading testing activities, including the development and implementation of test strategies for complex, high‑profile programmes of work?

Do you enjoy collaborating and problem solving with a wide range of stakeholders, to ensure maximum value is delivered and that testing practices continually evolve to support a changing digital landscape?

Do you see yourself as a confident and influential leader, able to champion the value and importance of robust, risk based testing across our products?

Do you have experience providing independent assurance and constructive challenge to ensure digital services meet required standards for quality, safety, and usability?

Working within the Product & Delivery Business Unit (Test Team) you will shape and lead on the implementation of robust testing strategies that are critical to the delivery of high quality solutions. Your work will directly influence the development and delivery of digital services, supporting our strategic business goals and enabling better outcomes for Scotland’s workforce

A confident leader with highly developed leadership skills such as communication, decision-making and conflict management
Extensive specialist experience in software testing and experience of leading the planning, execution, and reporting of testing progress to senior leaders
Experience of structured exploratory testing methods
Ability to breakdown technical solutions and develop a model of the different components and how they work to facilitate discussion and test ideas
Able to take initiative, organise tasks, prioritise workload, and meet deadlines
Demonstrate honesty, integrity, care and compassion when dealing with others, utilising tact and persuasion skills when necessary
Ability to work on own initiative, to organise and prioritise own workloads, to meet strict deadlines
