The Performance Engineering Unit is looking for a creative problem solver and someone who is responsible for activities relating to system performance and load testing. Must have expert knowledge of System Development Life Cycle (SDLC) practices including knowledge of system planning, test planning, development, implementation and the evaluation of complex system improvement and enhancements. In this role you must have expert knowledge of performance and load testing methodologies and tools to ensure test cases are planned, developed, and executed in a manner to guarantee that system performance and reliability objectives are being met. In addition, you will also be responsible for performing complex system performance tests of both software and hardware components. The Performance Test Specialist is expected to work cooperatively with Development Bureau and Technology Services Division (TSD) technical staff in support of planning and software implementation activities to promote an environment and atmosphere of teamwork and cooperation consistent with the department's values among staff and managers. You will promote, establish, and maintain relationships with representatives across different divisions within the department. Work is performed within the framework of the department's mission and values with objectives of improving the effectiveness and efficiency of the department's systems and programs. You are expected to have knowledge of accepted industry practices and standards.

Experience using performance testing tools such as LoadRunner or JMeter
Experience performing performance, load, stress, and scalability testing for complex enterprise systems.
Experience with system and application monitoring tools such as AppDynamics, SolarWinds, Prometheus, and Grafana
Experience performing performance and load testing in cloud or hybrid-cloud environments such as Azure, AWS, or GCP
Knowledge of SDLC processes including system planning, test planning, development, implementation, and evaluation of system enhancements.
Experience testing and evaluating the performance of containerized applications deployed on platforms such as Red Hat OpenShift or Kubernetes
Ability to develop, maintain, and execute performance test plans, scenarios, and scripts
Experience analyzing performance metrics and identifying system bottlenecks.
Experience with scripting languages used for test automation or performance testing (such as Java, Python, JavaScript, or C#)
Experience testing APIs using tools such as Postman or ReadyAPI
Experience working collaboratively with development, infrastructure, and technical support teams
Ability to prepare clear and concise performance test reports and communicate technical findings to various stakeholders
Knowledge of industry standards and best practices related to performance engineering
Strong analytical, organizational, and problem-solving skills
