Position Overview/Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
This position is with the US Army Corps of Engineers, Marine Design Center, located in Philadelphia, PA. The Marine Design Center was established in 1908 as a center of expertise and experience for naval architecture and marine engineering. The Center provides total project management including planning, engineering and shipbuilding contract management in worldwide support of Corps, Army and national water resource projects. The Center services the entire Corps of Engineers by preparing preliminary workboat, barge, and ship designs, preparing contract designs, performing marine engineering and naval architectural consulting, performing stability analysis for vessels, load handling analysis for floating cranes, specification writing for both new construction and major vessel upgrades, and preparation of technical contract sections. In addition, the center manages floating plant acquisitions to include quality assurance at shipyards, contract compliance, physical testing, and direct support to Contracting Officers. Position Overview
Serves as a Senior Design Manager at the Marine Design Center, acting as the technical and administrative authority for managing dredging-related technical documentation and vessel design activities in support of customers across the U.S. Army Corps of Engineers (USACE). Leads and coordinates Dredge Recapitalization and Overhaul projects of significant scope, complexity, and national importance, utilizing a combination of Architect-Engineer (A-E) contracts, in-house personnel, and collaboration with other USACE organizations.
Duties
As a senior design manager at the Marine Design Center, your responsibilities will include, but not be limited to, the following:
Serves as a senior design manager within the Marine Design Center Mandatory Center of Expertise (MCX), leading the planning, scoping, development, budgeting, and contract oversight of complex dredge recapitalization and overhaul design projects.
Responsibility for design management involving difficult or unusual planning, scheduling, negotiation, and coordination, and/or require substantial modification or revision of standard guides, precedents, methods and techniques.
Serve as POC to Project Managers and external customers for the Marine Design Center in support of USACE’s Life Cycle Dredge Recapitalization Program.
Coordinates with assigned vertical governance structure and other project delivery team members in the planning, design, cost, engineering, construction, and acquisition for dredge design projects.
Controls and manages the assigned Dredge Program Design and Engineering workload and associated milestones and budgets in coordination with other functional Branch Chiefs and Experts.
Leads the development of design memorandums and ensures integration of customer requirements into fully coordinated execution plans that meet budget, schedule, and quality objectives.
Develops Engineering Quality Control Plans and ensures design teams receive appropriate technical direction, criteria, and guidance.
Develops independent government estimates, supports Architect-Engineer (A-E) selection processes, and supports negotiations for design service fees and contract modifications .

Specialized Experience: One year of specialized experience which includes: (1) Preparing design memorandums of vessels with input from various disciplines; (2) Negotiating complicated issues on vessel designs with various stakeholders; and (3) Forecasting schedule, budget, manpower or quality problems to ensure resolution
This position requires the incumbent to possess a Professional Engineering (PE) License. To be further considered for this position, applicants must attach License

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
Must be able to lift up-to 25lbs
Possession of a current state issued Professional Engineering License or the ability to obtain a state issued Professional Engineering License within 24 months of initial appointment is required for this position.
The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
Direct Deposit of Pay is required.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
Salary includes applicable locality pay or Local Market Supplement.
Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
Parking is available for a daily, weekly, or monthly fee in the vicinity of the Philadelphia District office building, at employee's expense. However, most employees commute through public transportation or high-speed rail. The Army currently provides up to $300 per month for mass transit subsistence.
